Accomplishments

In 2022, I ran for Chula Vista City Council to deliver results for District 1 and ensure our city works for everyone. I committed to leading with integrity, listening to our community, and focusing on practical solutions that improve everyday life.

Since taking office, I have worked to strengthen public safety, expand economic opportunity, invest in education, address homelessness, and elevate Chula Vista’s leadership in our binational region.

Here’s what we’ve accomplished together:

Economic Growth & Job Creation

Chula Vista’s future depends on a strong local economy that creates jobs, supports small businesses, and attracts innovation. I’ve championed transformational projects that are positioning our city as a regional leader.

Revitalizing the Bayfront

Growing our Creative Economy

Advanced the Chula Vista Entertainment Complex - a first-of-its-kind film and creative production hub right here in our city. This project is expected to generate $545 million for our local economy and create hundreds of good-paying jobs and career pathways for local talent.

Standing up for Families and Small Businesses

When federal tariffs threatedened to raise costs for our local businesses and working families, I took action -- championing a City Council resolution opposing those harmful policies and putting our community's needs first.

Elevating Chula Vista in the Binational Economy

Strengthened Chula Vista’s leadership in cross-border economic development, ensuring our city remains a central player in the San Diego–Baja region’s growth and trade opportunities.

Protecting workers & local hiring

Advanced one of the strongest Project Labor Agreements in the county to ensure fair wages, protect workers’ rights, and prioritize local hiring as major projects move forward in our city.

Education & Workforce Opportunity

Investing in education and career opportunities means investing in the future of every family in District 1 and across our city.

Expanding Higher Education in South Bay

South Bay residents can now earn a four-year degree without leaving home. I proudly supported bringing SDSU, UC San Diego and Cal State San Marcos programs right here to Chula Vista — and advocated for lower tuition costs for binational students, so that financial barriers never stand in the way of a college education.

A new library for East Chula Vista

For the first time in nearly 30 years, Chula Vista is getting a brand-new library -- and it's coming to East Chula Vista. This state-of-the-art facility will serve as a hub for education, innovation, and community connection for generations to come.

Public Safety & Emergency Response

Public safety is foundational to a thriving community. I have supported proactive investments that keep Chula Vista one of the safest cities in our county.

Supporting Law Enforcement Recruitment & Retention

Approved a competitive pay increases for police officers to address staffing shortages and improve retention.

These continued investments in public safety have helped Chula Vista maintain its reputation as one of the safest cities in the San Diego County.

Improving Transit Safety

As an MTS Board Member, voted to add 47 additional security personnel to monitor trolley trains and stations after community concerns about safety.

Supporting Our First Responders

When the Border 2 fire threatened our east side communities, I ensured our fire department had the resources needed to respond effectively. I stayed closely coordinated with schools, and local partners to support community gathering spaces, assess the needs on the ground, and help ensure critical supplies reached families—while keeping residents informed every step of the way.

Transportation & Accessibility

Reliable, accessible transportation connects our communities and supports economic mobility.

Expanding Late-Night transit options

Championed the 910 Overnight Express to serve South Bay residents and binational workers, ensuring that people working evening and night shifts have safe, reliable transportation home.

Making Transit more accessible

Supported investments in Pronto youth passes and open payment options at transit stations — removing barriers for seniors, visitors, and residents without smartphone access so everyone can ride.

Leading Regional Advocacy on SR-125

As Chula Vista’s representative on SANDAG and chair of the Borders Committee, I have championed the effort to eliminate tolls on State Route 125. Removing this toll would ease traffic congestion on local roads and ensure District 1 residents can get home to their families more quickly.

Housing, Affordability and Responsible Growth

Housing affordability remains one of our region’s most urgent challenges. I’ve supported balanced, responsible development that increases supply for all income levels, making homeownership possible for more families in District 1..

Supporting First-TIme Homebuyers

I’ve worked to strengthen and invest in Chula Vista’s First-Time Homebuyer Program to help more families access down payment assistance and achieve homeownership. By responsibly investing in this program, we’re expanding access, strengthening our community, and helping residents build a more stable future for their families.

Responsible Growth That Strengthens Our Community

I’ve made sure infrastructure investments keep pace with our community’s needs—prioritizing road repairs and traffic solutions that reduce congestion and protect the quality of life for residents in District 1.

Homelessness Solutions

Addressing homelessness requires compassion, collaboration, and real pathways to stability. Through comprehensive strategies that prioritize dignity and expand access to shelter and housing, we've contributed to a forty percent reduction in homelessness from 2024 to 2025. Every person deserves stability, and every community deserves safe, welcoming spaces.

supporting the Unsafe Camping Ordinance

Supported the implementation of the City’s Unsafe Camping Ordinance with a commitment to connecting individuals experiencing homelessness to shelter, services, and housing resources — ensuring dignity and support.

Comprehensive Outreach and Wraparound Services

Ensured the Homeless Outreach Team has the resources needed to provide wraparound services our unhoused neighbors depended on - documentation assistance, employment support, and housing placement. These coordinated efforts create real pathways toward permanent housing and long-term stability for our community.

Permanent Supportive Housing

Advanced the Palomar Point Project, a permanent supportive housing project that converts a former motel into 27 units for people experiencing homelessness, including seven reserved for veterans. On-site supportive services will ensure residents receive the guidance and resources they need to rebuild their lives.
